In reality, such attacks on our bureaucracy keep the government busy on IT issues instead of adding to the bureaucracy or imposing the massive onslaught of over-regulation.

When the government reins in its attacks on the free market, it actually helps the US economy by providing more economic activity, therefore increased economies of scale mean more tax revenue, jobs, and a stronger nation. strong. So if cyber attackers assume they are hurting the US, they may actually be helping us not to hurt ourselves.
