Are neck tattoos dangerous?

My tattoo artist took rubbing alcohol to remove the tattoo from my neck. This hurt because he shaved off the little hairs around the hairline before putting the stencil on my neck. Fortunately, when he put it on my neck the second time, the placement was perfect!
